Position Papers:
Position papers are required for all committees in order to be eligible for an award. They are due no later than January 22nd to [email protected]. Please ensure that the subject follows the order of COUNTRY, COMMITTEE. (ex: China, WHO)
Procedures:
General Overview: Resolutions are the goal of all OTHSMUN 2020 committees — they represent the majority opinion of the committee, and are expected to be clear, concise and well-written. A resolution starts out as a working paper — once approved by the Chair, it becomes a draft resolution. A favorable majority vote by the committee will allow the draft resolution to become a full resolution.
Resolution Topics: A key rule for OTHSMUN 2020 resolutions is that every resolution must have a specific topic, and all of its operative clauses must address said topic without significant digression (as determined by the Chair). Only one resolution is allowed to be put on the floor per topic, meaning that if two resolutions are addressing the same or very similar topic, they must be reconciled by their respective sponsors, or else neither may be introduced.
Sponsors & Signatories: For a resolution to be put on the floor, it must have the support of 40% of the committee. This includes both sponsors and signatories. Sponsors are delegates that provided language that made it into the final resolution — signatories are supporters of the resolution's content, but were not directly involved in providing said content.
Pre-Written Working Papers: OTHSMUN 2020 will not be allowing pre-written working papers in any committee. All working resolutions are expected to be made in conference.
